Yesterday while I had the drivers tire off I grabbed the outer tie rod and was able to rotate it around its axis only stopping at the connection point on either side. The outer and inner tie rod turned all together. I watched Roadies video clips but I am not sure side to side rotation is good.

Few things first. How old is the battery with the meter what is the voltage at the battery with the truck running have you had both the battery and alternator load tested? After you do this you can start chasing gremlins

Dumb question, but did you disconnect the battery during all of this work? If not I would do so for 20 minutes. If you did, you may not have run it enough for the PCM to relearn.
