I supported the filler neck where it was supposed to sit by using a piece of cardboard with a hole (and slit) cut in it and stuffing it up in the body cavity so the filler neck stayed put.     Well I'm just warning you from past experience what you see is only a portion of what's actually going on. Visible rust tends to be like an iceberg, the rest is hidden but once you start grinding it out you'll find the affected spot is much bigger than what is initially visible.
