2006 envoy 4.2L no crank no start!!

So acouple months ago I had to change motors. Once I got them swamped I had a no crank no start condition. I've read everything I could find on here and looked at "what I thought was everything"! Today I finally looked at the bcm. Once I unhooked the top connector the interior lights came on.. so I'm guessing the bcm is bad???? Here are 2 pictures of the green/gold ground strap and where it connects to the fuse box!! Any insight would be greatly appreciated!!

That's not a ground strap. That is a flat cable connecting a boatload of essential circuitry.
 
Which PCM are you using? The one that was in the truck or the one that came with the replacement motor? You should use your old PCM to avoid having to do a security and CASE relearn. If the security light is on, that's your problem.

I'm using the pcm that came with the motor. Only reason I'm not using mine is because its junk.
 
Then you need to do a security relearn..
 
PCM Security Relearn

Ignore what I said about the CASE relearn since it's the PCM that came with the motor and will have the crank angle still learned from it.
