I thought perhaps the recall procedure would cure the wiper problem also. But, it did NOT.
What it is, the OFF position on the wiper switch does NOT shut the wipers off. All other positions/selections on the switch appear to be be normal. Does this point to a simple switch failure? The switch lever also has the Cruise Control and Signal Light switches, and both work.
A weird thing is that I can NOT find any fuse or relay(in the fuse/relay box) that will shut off the electrical power to the wipers. Surely this circuit is fused,.....but where?

BTW I found the how-to video on R&R wiper switch, except I would like some trouble-shooting guidance in order to prevent needless R&R.
Thanks in advance.

If you look in my signature, there is a link to the service manuals, which also include wiring schematics which should guide you on what should be switched with the switch and the readings you should get.

There should be a fuse. If it's not in the underhood box, check in the box under the rear seat.

This is from the owner's manual... Rear block...

The wiper fuse is under the left rear seat.
From what I have read, I think your problem
may be the PC board on the wiper motor.
I had to replace one on my brothers TB
a few years ago.

Thank you Mooseman and Texan. Yes, on the fuse location, that's where I found it. Apparently, I had a mindset on a single fusebox, and failed to thoroughly SEARCH IN THE MANUAL. Sorry
So, now I will do some research on how to reach the PC board on the wiper motor. Meanwhile, I'm considering wiring a temporary switch into the fuse socket (just for passing the inspection,......so I can qualify for renewing the registration sticker). This Envoy is my daily driver AND my "toad" (I tow it behind the motorhome).
I'll report back as soon as I find the problem. Meanwhile, any helpful hints on diagnosing will be appreciated.
Thanks again

Maybe just picking up a used wiper motor might take care of it. Any pick-a-part near you?

Texan & Mooseman,
I lucked out and found a video which shows how to access the wiper motor. THEN, I found a video that addresses the exact problem that mine has (wiper system works normal in all speeds, except in the OFF position). It won't shut off, and that's why I had to find the fuse (so I could pull the fuse to shut it off).
Texan, this guy also talks about the circuit board being the "computer", and replacing it solved the problem.
I'll check with O'Reilly's or NAPA or the dealer, for availability and cost.
Thanks again for everything, and I'll post the results. Gimme some time, cause I work slow, and I've got another project going (roof repair on a house).

If you use the search function up at the
top you may find some early threads about
this issue from a year +/- ago. The hardest
part for me was removing the wiper arms
from the shafts. A high quality battery cable
remover seems to work the best.
